In the Cuban Missile Crisis there were lots of different perspectives about why people put ICBMs in Cuba. The Soviet perspective was that since they were in danger of the United State's missiles in Turkey they should put ICBM's in Cuba as a move of self-defense. The American perspective was that the missiles in Cuba were pure threat and that it had to be dealt with right away. True, it had to be dealt with right away but the Soviets didn't bring the missiles to Cuba with pure threat they were doing that as a form of self-defense.
